On the Measurement of Knowledge Flows with Patent Citations

    This research explores an old, yet relevant and debated research question concerning the use of patent citations as indicators of knowledge flows. We compare patent citations with primary data reported by the inventors of such patents about the sources of knowledge employed to develop the inventions. We contribute to the few existing studies with an extremely fine-grained level of analysis that allow us to observe knowledge flows at the level of the individual inventors and their inventive projects, and thus to control for diverse sources of heterogeneity. In addition, we distinguish between public and private sources of knowledge flows, and compare the potentially different sources of measurement errors in the use of patent citations. Our results reveal that systematic measurement errors exist in the use of patent citations, and that these errors differ in some key dimensions between private and public sources of knowledge, which therefore biases empirical research differently.
